OPG, OSGE Enhance Cooperation on SMR Deployment in Poland

Poland’s Orlen Synthos Green Energy (OSGE) and Canada’s Ontario Power Generation (OPG) have signed a letter of intent in Warsaw to establish a framework for the commercial development and operation of BWRX-300 small modular reactors (SMRs) in Poland. The agreement was signed by OPG President and CEO Nicolle Butcher and OSGE Vice-Presidents Jacek Drózd and Bartosz Fijałkowski. The ceremony was attended by representatives from Poland’s Ministry of Industry, including Wojciech Wrochna, Secretary of State and Government Plenipotentiary for Strategic Energy Infrastructure, and Paweł Gajda, Director of the Nuclear Energy Department.

This collaboration will support joint efforts to implement GE Vernova Hitachi Nuclear Energy's BWRX-300 reactors in Poland. Under the agreement, OPG will offer pre-operational services such as site evaluation, project management, and consulting.

The new agreement builds upon a prior letter of intent signed in June 2023. That document outlined future cooperation in areas including SMR development, deployment, operation and maintenance, training, commissioning, and regulatory support. It also allowed for the provision of operational services by OPG and its subsidiaries to OSGE in connection with SMR projects in Poland and potentially other parts of Europe.

In November 2024, OPG subsidiary Laurentis Energy Partners signed an agreement with OSGE to support the preparation of the Preliminary Safety Analysis Report for the BWRX-300 deployment in Poland. This followed a 2022 Framework Agreement between Laurentis and OSGE for the development and implementation of SMRs in the country.

In April 2025, the Canadian Nuclear Safety Commission granted a construction license for the first BWRX-300 reactor at OPG’s Darlington SMR site. The Ontario government approved construction to begin on May 8. This will be Ontario’s first new nuclear project in more than 30 years and is projected to become the first commercial grid-scale SMR in North America by 2030.

OSGE plans to deploy a fleet of BWRX-300 reactors in Poland, with the first unit expected to be operational in the early 2030s. The Darlington SMR project serves as a reference model for OSGE. In April 2023, OSGE identified seven potential locations for SMRs and has applied for a Decision in Principle on six of these sites. In February 2024, Poland’s General Director for Environmental Protection defined the scope of the environmental report for the planned SMR at Stawy Monowskie in Małopolska province.

Jacek Drózd stated: “Our collaboration with Ontario Power Generation, the company building the first power plant with the BWRX-300 reactor – GE Vernova Hitachi technology – gives us greater confidence in the path to building BWRX-300 reactors in Poland.”

Nicolle Butcher said: “With decades of safe nuclear power plant operation and our experience with SMRs, more and more entities are turning to OPG and Ontario as they look to expand nuclear power and enhance their energy security.”
