Estonia Rejects Saare 7 Offshore Wind Bids

In June 2025, Estonia’s Consumer Protection and Technical Regulatory Authority (CPTRA) declined to grant licenses for the Saare 7 offshore wind area, covering 158.9 square kilometers, after an auction process. Applications from Sunly Wind OÜ and OÜ Utilitas Wind failed to meet the required participation criteria.

The CPTRA will not initiate superficies license proceedings for the submitted applications. The authority stated that a new auction for the Saare 7 area is uncertain and will depend on developer interest. Any future offshore wind farm development in the area would require a new superficies license application to the CPTRA.

The decision highlights the challenges of advancing offshore wind projects, with the CPTRA emphasizing strict compliance with regulatory standards. The Saare 7 area offers significant potential for renewable energy, but progress relies on developers meeting established requirements.
