LR Joins Green Ammonia Project Ra in Egypt

UK-based Lloyd’s Register (LR) has signed a memorandum of understanding with German developer DAI Infrastruktur to support Project Ra, a large-scale green ammonia production and bunkering facility at East Port Said, Egypt. The agreement aligns with the maritime industry’s shift toward low- and zero-carbon fuels, driven by the International Maritime Organization’s greenhouse gas reduction measures set for 2030.

Project Ra is designed to produce up to two million tonnes of green ammonia annually, with 1.65 million tonnes generated from renewable energy sources. Production is slated to begin in 2029. Strategically located near the Suez Canal, the facility will serve as a key bunkering hub for ammonia-fueled vessels on one of the world’s busiest shipping routes.

LR will provide comprehensive advisory services throughout the project’s lifecycle, including demand-side pricing analysis, infrastructure planning, asset integrity and risk assessments, regulatory guidance, lifecycle greenhouse gas emissions analysis, and market and offtake strategy support. Additionally, LR will conduct concept design reviews, feasibility studies, and performance benchmarking aligned with ISO 55000 standards.

“Our partnership with DAI demonstrates LR’s commitment to supporting the development of critical alternative fuel supply chains that will enable shipowners to navigate the post-MEPC 83 regulatory landscape successfully,” said Panos Mitrou, Global Gas Segment Director at Lloyd’s Register.

Ioannis Papassavvas, CEO of DAI Infrastruktur, stated: “Project Ra represents a critical step in delivering green ammonia at the scale and reliability the maritime sector urgently needs. LR’s advisory support will be vital to ensure Project Ra meets the highest international standards, while aligning with the long-term needs of shipowners and global regulators.”

The project is expected to supply green ammonia to European ports, particularly in Germany and Greece, for use as bunkering fuel, electricity generation, and in industrial processes like steel production to reduce CO2 emissions. DAI previously signed an MOU with the Suez Canal Economic Zone in 2022 and partnered with Siemens Energy in 2023 to advance the project.

Project Ra strengthens Egypt’s role in sustainable maritime fuel production, supporting global efforts to decarbonize shipping while fostering economic opportunities through renewable energy infrastructure.
