Croatia’s Pag Island to Produce Green Hydrogen Using Wave Energy

10 May 2025  by fuelcellsworks.
Novalja, a small town on the island of Pag, Croatia, is on track to become one of the first locations in the country to produce green hydrogen. The local authority has launched the innovative Zero Emission Corridor (ZEC) H2 project, aimed at establishing the production and distribution of green hydrogen using only renewable energy sources. This initiative is part of Novalja's broader goal of transitioning to sustainable development and achieving energy independence.

The ZEC H2 project aligns with Croatia's national hydrogen strategy, adopted in March 2022, which aims for hydrogen production to be a key component of the country's energy landscape by 2050. A potential hydrogen production facility was initially proposed for Križevci, but Novalja's project will serve as an early example of green hydrogen production in the region.

The pilot facility for the ZEC H2 project is being built in the Žigljen port. Construction work has already begun, following a comprehensive analysis of potential locations, including Novalja's ports and nearby areas. The facility will use domestic technology designed to generate electricity from sea waves. This electricity will power the water electrolysis process needed for green hydrogen production.

The facility is expected to be fully operational by 2027, with plans for the town to become energy independent and emission-free by 2030. The project's main objectives include reducing greenhouse gas emissions, improving energy efficiency, and promoting the use of renewable energy sources.

The construction of the pilot plant is being funded through the European Union's Interregional Innovation Investments (I3) Instrument, along with substantial grants from EU funds. The green hydrogen produced at the facility, along with any excess energy, will be used to power electric vehicle chargers, public transport, utility vehicles, public lighting, and municipal buildings.

The ZEC H2 project is a clear demonstration of Novalja's commitment to sustainable development, environmental protection, and innovation in the green energy sector. It reflects Croatia's growing focus on green hydrogen, with 32 hydrogen projects underway across the country, including one that uses sewage sludge for hydrogen production.

By developing this pioneering green hydrogen initiative, Novalja is setting a benchmark for other towns in the region, showing that even small communities can lead the way in the transition to clean, renewable energy.
