First Offshore Hydrogen-Ammonia-Methanol Platform Begins Trial Operation in China

China Energy Investment Corporation, a state-owned energy enterprise, has announced the completion of the world’s first offshore platform for integrated production of green hydrogen, ammonia, and methanol in Yantai, China. The platform, developed in collaboration with CIMC Raffles and Guoneng Hydrogen Innovation Technology (Beijing), is now ready to begin trial operations, marking a milestone in clean fuel production for ocean-going vessels.

This project represents China’s first comprehensive demonstration of offshore hydrogen production, storage, transportation, and utilization across the entire industrial chain. The semi-submersible platform, standing over 50 meters tall and weighing more than 20,000 tons, features photovoltaic power generation and electrochemical energy storage systems, enabling self-sufficient operation. “Its completion marks a significant milestone in establishing technical specifications and standards for China’s offshore hydrogen production sector, addressing previously unmet regulatory and operational frameworks,” said a China Energy representative.

The platform is equipped with three hydrogen production units, utilizing direct seawater electrolysis and freshwater electrolysis systems. A desalination module produces five tons of freshwater daily to support hydrogen generation. The hydrogen is then converted into methanol and ammonia, addressing challenges related to storage and transportation. These products serve as clean marine fuels and essential industrial raw materials, supporting sustainable maritime and industrial applications.

Construction of the platform began in September 2024, and it passed the China Classification Society’s design compliance review in January 2025. The project showcases advanced technology and collaboration among industry leaders to create a scalable model for offshore clean energy production. “This platform demonstrates our commitment to pioneering sustainable energy solutions that meet global demands for clean fuels,” said a spokesperson from CIMC Raffles.

The initiative aligns with efforts to advance green energy technologies, offering a versatile solution for maritime fuel needs and industrial applications. By integrating renewable energy sources and innovative production methods, the platform sets a precedent for future offshore hydrogen projects. “The successful development of this facility positions China as a leader in offshore clean energy innovation,” noted a representative from Guoneng Hydrogen Innovation Technology.

As the platform enters trial operations, it is expected to provide valuable data to refine technical standards and operational protocols. This project underscores China’s dedication to sustainable energy development, fostering advancements in clean fuel production and contributing to global environmental goals.
