Costain’s £30 Million of Road Upgrades for the UK

Costain has secured a £30m package of works under the Eastern Highways Alliance (EHA) Framework, known as EHF4. The Framework focuses on the next generation of road upgrades across the EHA road network in the East of England. It encompasses a wide range of civil engineering and construction activities, including road surfacing, asset management, and infrastructure development covering bridges, subways, and cycle lanes.

Costain has been awarded a position on lot 3 of the Framework. The full value of EHF4 is £800m, with a minimum duration of four years and an option to extend by an additional two years. According to the participating authorities, the Framework is designed to support efficient delivery of regional highway improvements while maintaining flexibility for future requirements.

The EHA consists of 11 local authorities across the East of England and is managed by Central Bedfordshire Council. The participating authorities represent areas including Norfolk, Suffolk, Essex, Kent, Central Bedfordshire, Hertfordshire, Cambridgeshire, and Peterborough. Together, the network serves more than five million residents.

Earlier this year, Costain completed the construction of 41 emergency areas on the M1 ahead of schedule, reflecting its ongoing cooperation with National Highways. The company continues to support National Highways through specialist technical engineering advice provided under the Specialist Professional and Technical Services Framework (SPaTS3).

Costain’s role in EHF4 is expected to contribute to regional transport improvements by enhancing road safety, improving travel efficiency, and supporting infrastructure resilience. The Framework structure enables consistent standards across multiple authorities while allowing each authority to focus on local needs.

The company noted that its recent experience delivering emergency areas on major routes demonstrates its ability to manage complex projects with accelerated timelines. This background is seen as relevant to its responsibilities within EHF4, which include both planned highways upgrades and ongoing asset management work.

The EHA’s collaborative approach is intended to streamline procurement and ensure that essential infrastructure works can progress efficiently. The Framework also aims to support sustainable transport options, with upgrades involving cycle infrastructure and improvements to pedestrian routes where required.

Costain’s participation in lot 3 places it among the contractors selected to deliver works aligned with the EHA’s long-term improvement strategy. With the Framework valued at £800m over its initial four-year term, the programme will play a significant role in maintaining and improving transport links for the region’s growing population.
