Ukraine Has Banned the Import of Livestock Products From Azerbaijan

On September 19, 2025, Ukraine implemented a ban on importing livestock products from Azerbaijan due to concerns over foot-and-mouth disease, as announced by the Eastern Interregional Directorate of the State Service for Food Safety and Consumer Protection. The restriction, outlined in an order from the Chief State Veterinary Inspector, aims to protect Ukraine’s agricultural sector from the disease.

The directive states: “The import of animals, genetic material, raw materials, and products derived from them from the Republic of Azerbaijan that are susceptible to the foot-and-mouth disease virus is prohibited.” An exception applies to dairy products processed using methods that ensure the elimination of the pathogen, allowing their continued import under strict conditions.

The measure reflects Ukraine’s commitment to safeguarding its livestock industry and ensuring consumer safety by preventing the introduction of foot-and-mouth disease, which can significantly impact animal health and agricultural trade. The ban covers a range of products, including live animals and unprocessed materials, to mitigate potential risks.

Ukraine’s State Service for Food Safety and Consumer Protection emphasized that the decision was based on veterinary health assessments to maintain biosecurity. The exception for processed dairy products demonstrates a balanced approach, allowing safe trade to continue while addressing health concerns.

This import restriction underscores the importance of stringent biosecurity measures in global agricultural trade. By implementing the ban, Ukraine aims to protect its domestic livestock sector while maintaining safe and sustainable trade practices with Azerbaijan.
