This upgrade addresses Kazakhstan’s need for high-quality road asphalt, supporting the country’s infrastructure development. The project strengthens the collaboration between China and Kazakhstan under the Belt and Road Initiative, fostering mutual economic progress.
Askhat Khassenov, CEO of KazMunayGas, Kazakhstan’s national oil and gas company, commended the Chinese team’s work: “The construction quality and efficiency during the renovation process are admirable.” He highlighted their professionalism and dedication to meeting contractual obligations.
Liu Hongliang, CITIC Construction’s project manager, expressed commitment to further engagement in Kazakhstan: “Our team will continue to promote projects vital to the economy and local communities, contributing to the Belt and Road’s joint development.”
The Caspian Asphalt Plant, established in 2013, is a significant petrochemical facility in Kazakhstan, specializing in high-standard road asphalt. It remains the only refinery of its kind in Central Asia. The plant is a joint venture between China CITIC Group and KazMunayGas, with CITIC Construction leading the initial build and recent upgrades.
The expansion project, driven by rising demand for road construction materials, began in May 2024. CITIC Construction managed the capacity increase and facility enhancements at the original site, ensuring timely completion. This milestone underscores the plant’s role in supporting Kazakhstan’s infrastructure growth and regional economic development.
