Request for Eoi – Public Communication for Geothermal in the Eastern Caribbean

The Organization of Eastern Caribbean States Commission (OECSC) has issued a request for Expressions of Interest (EOI) for consultancy services for the “Public Information and Communication for Geothermal Energy Development in the Eastern Caribbean.” EOIs must be submitted by 14 April 2023, 16:00 Saint Lucian time. The OECSC is issuing the request as part of the “Capacity Building for Utilization, Investment, and Local Development (OECS GEOBUILD) Programme.” Financing for the project will come from the Caribbean Development Bank (CDB).

The objective of the consultancy is to design, implement, and monitor a public relations and communications strategy to support the execution of the OECS GEOBUILD Programme. The duration of the assignment is expected to be for a period of 24 months. The position of Public Information and Communication Consultant will be stationed at the OECS Commission headquarters in Castries, Saint Lucia.

Eligible countries are member countries of CDB and countries eligible for procurement under Inter-American Development Bank (IDB) and European Union (EU) funded projects, which are not member countries of CDB.

Specifically, the Public Information and Communication Consultant will:

Work closely and collaboratively with the GEOBUILD Project management team, Borrowing Member Countries (BMC) government agencies with responsibility for geothermal energy, regional institutions working with geothermal energy, the OECS Communications team and other relevant Programmes and Projects, in the development, coordination, facilitation and implementation of mandates and work plans in relevant focus areas;

Design, implement and monitor the public relations and communications programme for geothermal energy and in support of the broader OECS Sustainable Energy aspirations and priorities;

Provide communications expertise and execution support to related projects/programmes as needed;

Facilitate national training and mobilization in communities and Member States in relation to all aspects of the GEOBUILD and related Programmes; and

Develop, maintain, and leverage constructive and durable relationships with key media, journalists, stakeholder contacts and complementary initiatives.

There are several ongoing geothermal projects in the Eastern Caribbean region at different stages of the development process. The most advanced would be the geothermal project in the Roseau Valley in Dominica, where drilling of a reinjection well is ongoing. Meanwhile, a geothermal drilling tender announced for the island of Nevis attracted the interest of some 30 companies.
