Hungary Amends Laws to Create Geothermal Framework

New legal provisions related to geothermal regulation in Hungary went into force on the 1st of March 2023. These provisions came by way of amendments to existing laws, specifically government decree 72/1996 “on the exercise of the water management authority.”

The new government decree summarizing the amendments has been published in the official journal of Hungary.

The amendments provide a predictable and flexible regulation that enables fast and efficient administration of geothermal research authorization. A major part of the amendments assigns authorization bodies for each step of the procedure, as well as a prescribed processing time. This is meant to help encourage well-planned investments through the country.

As a testament to the positive result of the amendments, the Regulatory Authority for Regulated Activities (SZTFH) has received more than 50 applications for research permits from companies and enterprises interested in geothermal energy. Thanks to the new regulations, the development of geothermal projects can be accelerated, thus contributing to the energy sovereignty of Hungary and reducing the country’s natural gas consumption.

Earlier this year, the SZTFH conducted a multi-city tour in Hungary to promote the use of geothermal energy. During this series, experts from the SZTFH presented the possibilities for the applications of geothermal energy as well as the new regulatory framework that has just been implemented.
