The Central Bank of Algeria was created by the law number 62-144 voted by the Constituent Assembly on December 13th, 1962, creating and fixing the statutes of the Central Bank.

Adjustments were made during the 1970s and the beginning of the 1980s. However, the reform of the financial system, both in its management and its powers, became imperative.

Law No. 86-12 of 19 August 1986 on the banking regime marks the beginning of the overhaul of the Algerian banking system.

Thus the Central Bank recovers prerogatives in the definition and application of monetary and credit policy, at the same time as its relations with the Treasury were reviewed.

These developments, however, proved unsuited to the new socio-economic context marked by far-reaching reforms.

The amended and supplemented law n ° 90-10 of April 14, 1990 relating to money and credit would completely redefine the configuration of the Algerian banking system.

The law thus confers a large autonomy, both organic and functional, to the Central Bank, henceforth called the Bank of Algeria.

* The ordinance n ° 03-11 of August 26th, 2003 relative to the currency and the credit repeals the law n ° 90-10 of April 14th, 1990.

* Ordinance No. 10-04 of 26 August 2010 amending and supplementing Ordinance No. 03-11 of 26 August 2003 on currency and credit.

The management, administration and supervision of the Bank are performed respectively by the Governor, the Board of Directors, chaired by the Governor and two censors. The Board of Directors is composed of three Vice-Governors and three high-ranking officials appointed for their economic and financial expertise.

The Governor is appointed by presidential decree. The three Vice-Governors are appointed under the same conditions. The other members of the Board of Directors are appointed by executive decree.

The censors are appointed by presidential decree, on the proposal of the Minister of Finance.

The Board of Directors enjoys the classic prerogatives recognized for such an organ.

ROLE AND MISSIONS:

The mission of the Bank of Algeria is to maintain, in the field of money, credit and foreign exchange, the most favorable conditions for the orderly development of the economy.

The Bank of Algeria establishes the general conditions under which Algerian and foreign banks and financial institutions may be authorized to establish themselves in Algeria and to operate there.

It also lays down the conditions under which this authorization may be amended or withdrawn.

The Bank of Algeria determines all the standards that each bank has to respect at all times, in particular those concerning:

- the bank management

ratios - the liquidity ratios

- the use of own funds - risks in general, etc.

ORGANIZATION:

To carry out its missions, the Bank of Algeria is organized at the central level by:

1 - Seven (7) General Directorates in charge of the departments of studies, inspection and banking activities

- General Direction of Studies ,

- General Direction of the General Inspection ,

- General Direction of the Credit and the Banking Regulation ,

- General Direction of the Exchange Control ,

- General Direction of the General Bank ,

- General Direction of the External Financial Relations ,

- General Directorate of the Network.

2 - Two (2) General Managers managing specific aspects related to ticket issuance and banking training, these are:

- the General Management of the Mint (Printing and Printing) ,

- the General Management of the École Supérieur de Banque, which takes charge of the training and retraining function of the staff of the entire banking sector.

3 - Two (2) Directorates General responsible for the administrative management and resources of the Bank, these are:

- the General Directorate of Human Resources ,

- the General Management of the Administration of Means and Payment Systems.

It also has a network of 48 branches and branches, ensuring an effective presence in each wilayas of the country: agencies and branches are coordinated by three regional directorates located in the cities of Algiers, Oran and Annaba.

A staff of almost 3,000 agents contributes at all levels to the achievement of the Bank's objectives.

A vast program of modernization of equipment and working methods and a training program have been implemented to enable the Bank of Algeria to respond and ensure that the banking system in general meets the requirements of the Bank. new context, both national and international.
