The New York State Public Service Commission has approved a new underground transmission line connecting the existing Clay substation with Micron Technology’s proposed semiconductor megafab facility in Onondaga County, Governor Kathy Hochul announced on Thursday.

The two-mile, 345-kilovolt line will serve as a crucial infrastructure component for Micron’s planned $100 billion investment in Central New York, described as the largest private investment in the state’s history, according to Hochul’s statement. The project is expected to generate significant economic impact over the next two decades, with projections of more than 50,000 jobs, including about 9,000 direct positions at Micron’s facility.

Governor Hochul said: “This project is set to transform Central New York — and we're moving quickly ahead with all due speed and deliberation.” She emphasized that the initiative aligns with the state’s long-term strategy to strengthen its role in the national semiconductor industry and create stable employment opportunities in high-technology sectors.

The approval of the transmission line marks another milestone following the 2022 agreement between Micron and New York State, under which the company chose Central New York as the site for its advanced semiconductor manufacturing complex. The megafab aims to produce approximately one in every four semiconductors made in the United States by 2030, a goal that would position the facility as a major contributor to domestic chip production.

In addition to the line approval, the commission also authorized environmental and construction plans for the first phase of the project. These plans include an eastern expansion of the Clay substation and the installation of electrical equipment necessary to link it with the Micron facility. The construction work will proceed in stages to ensure compliance with environmental standards and minimize local disruption.

The state government views the Micron project as part of a broader initiative to promote advanced manufacturing and reinforce New York’s energy and technology infrastructure. The integration of the new transmission line is designed to meet the high energy demands of semiconductor production while supporting regional grid stability.

Officials noted that collaboration among state agencies, local authorities, and private investors will be essential to ensure timely completion of the project. The development reflects continued efforts by New York to attract large-scale industrial investments and establish Central New York as a leading hub for semiconductor innovation in the United States.

Overall, the approval of the transmission line represents a key step in implementing one of the most significant industrial projects in New York’s history, laying the groundwork for long-term technological and economic growth in the region.
