Valorem Joins Astenn Avel French Floating Wind Bid

The Astenn Avel consortium, initially formed by Elicio and Q ENERGY, has added French renewables company Valorem to its team for the AO9 floating wind tender off the southern coast of Brittany, France. The tender targets a 500MW floating wind project near the Pennavel (AO5) site, close to Groix and Belle-Île-en-Mer. Project commissioning is anticipated between 2032 and 2033.

Valorem's inclusion is expected to enhance the consortium’s proposal through its expertise in regional coordination, technical planning, and socio-economic development. The consortium aims to submit a comprehensive bid that aligns with environmental priorities and regional development goals.

Olivier Angoulevant, director of offshore development at Valorem, stated: “We are proud to join Elicio and Q ENERGY within Astenn Avel. This project is a major opportunity for French industry.”

Elicio’s development director Emmanuel Van Vyve emphasized the consortium's balanced composition and regional engagement: “With Q ENERGY and Valorem, we share the desire to carry out a coordinated, robust and locally rooted project.”

Q ENERGY’s offshore director Ken Ilacqua added: “With the support of this major player in renewable energy in France, we want to develop a project that respects environmental issues and will be an asset for the energy independence of Brittany and France.”

The Astenn Avel consortium has committed to working transparently with local stakeholders and promoting coexistence with existing sea users, including fishers. The group also plans to focus on creating local economic benefits through employment opportunities, skills training, and the development of industrial activity tied to the floating wind sector.

Elicio contributes significant offshore wind experience, with a portfolio exceeding 2.3GW, including 1.2GW currently in operation. The company was previously awarded the AO5 site, also located in southern Brittany.

Q ENERGY has over 25 years of experience in renewable energy projects in France and participated in the co-development of one of the nation’s first offshore wind farms in Saint-Brieuc.

Valorem brings a strong background in both onshore and offshore wind development, having been active in community-based renewable projects in France for more than ten years.

The AO9 tender forms part of France’s broader strategy to advance floating wind power and establish localized supply chains in support of long-term climate and energy objectives.
