
The contract, estimated at £40 million by Glenigan, follows planning approval granted in November 2024. The redevelopment aims to enhance freight capacity and improve the passenger experience while supporting broader regeneration efforts under the Harbour Master Plan. Construction is scheduled to begin in autumn 2026 and is expected to be completed by winter 2028, spanning two years.
The project involves designing a suspended deck structure to streamline lift-on/lift-off and roll-on/roll-off freight operations, alongside land reclamation, dredging, and the construction of a concrete revetment wall to manage wave energy. Freight-handling equipment will be relocated from New North Quay to the new platform, improving operational safety and efficiency.

Matt Thomas, chief executive of Ports of Jersey, noted: “The detailed design phase will inform the sequencing and management of construction across the harbour.” The project includes redeveloping Elizabeth Terminal and creating new public spaces, contributing to increased freight capacity, support for local businesses, job creation, and alignment with net-zero goals.
