In April 2025, Vietnam’s Prime Minister approved a power development plan for Binh Dinh, targeting approximately 45 MW from geothermal and other new energy sources by 2045. If approved, the Hoi Van project would diversify the province’s energy sources and support Vietnam’s commitment to increasing renewable energy in its power grid.
The Binh Dinh Department of Industry and Trade has submitted a formal request to the Ministry of Industry and Trade, including technical documentation and preliminary survey data to demonstrate the project’s viability. This proposal marks one of the most detailed geothermal initiatives in Vietnam, despite growing interest in the sector, including past discussions with international partners like those from Iceland.
In 2024, LIOA Geothermal Power Joint Stock Company presented a combined proposal for the Hoi Van geothermal power project and a resort development to the Binh Dinh People’s Committee. The company estimates an investment of VND 850 billion (approximately USD 32.7 million) for the 15-MW geothermal facility.
Local officials highlight that geothermal energy could offer sustainable benefits for nearby Quang Ngai province, such as reduced greenhouse gas emissions and improved energy access for remote areas. Including the Hoi Van project in PDP8 could attract the necessary funding to advance its development.
Nguyen Van Long, a provincial energy official, stated: “Geothermal energy holds great potential for our region. The Hoi Van project, if realized, will not only contribute to cleaner energy but also create opportunities for local communities.”
Vietnam’s volcanic geology in certain areas makes geothermal energy a promising option, though it remains underdeveloped. The Hoi Van proposal reflects growing interest in harnessing this resource to meet energy demands sustainably. The project’s approval and implementation will depend on the Ministry’s review and alignment with national energy goals.
This initiative underscores Binh Dinh’s efforts to expand renewable energy infrastructure and contribute to Vietnam’s long-term environmental and energy objectives.
